UK Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a new study of municipal councils, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of local authorities are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would prioritise service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Specific Examples of Planned Sales

One local authority in southeast England said its asset disposal plan featured the sale of a shopping centre in a local town and a social club in another town to generate £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Increases and Broader Fiscal Strains

This research of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of councils will need to increase local levies next spring to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to achieve both improved services and financial savings,” stated a council leader.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

Research of county councils recently further found local finances being strained by the increasing figures of children and older individuals needing Send support.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Gaps

According to the latest deprivation measures (IMD) for English councils, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” said the report.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The data highlights the extent of difficulties confronting municipal officials across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and demand,” said a council leader.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the study found.
